How come?

Adam Smith, before he became the prophet of capitalism, wrote that each human mind contains an objective observer that is able to judge another's cause as equal to his or her own.  Nearly every cultural tradition contains the idea that each of us should treat others as we would wish to be treated if we wore their mocassins.  And Christians, one third of the world's people (and the most influential third at that), believe that we should love our neighbor (i.e. anyone) as we love ourselves  So how come I do not behave as though these things are true?  How come the world is not more reflective of these beliefs and values?
